Appointed First Sea Lord in 1916 Jellicoe soon found that the tools at his disposal were grossly inadequate and that his tasks were growing as Germany began unrestriced U-Boat warfare. Temperamentally unable to delegate responsibility, the burden became unbearable as 1917 wore on, and as he sank into a mood of profound pessimism Lloyd George began to intrigue against him.
