The primary focus of this paper will be on the realm of 'grand strategy', which covers the most important political and diplomatic decision-making of the various actors involved in the conflict. The paper will focus on the two major actors of the conflict - Iraq and the United States - and the decisions and actions of the other actors will only be examined to the degree that they influenced the decision-making of the two primary protagonists.
