Between January of 1964 and August of 1967, some 140 U.S. cities had faced riots. In fact, June and July of 1967 alone saw riots in Tampa, Florida; Buffalo, New York; Newark, New Jersey; Plainfield, New Jersey; and Detroit Michigan. These hearings were arranged to try and get to the sources of these acts of civil disobedience, and to try and keep them from happening again in the future.
