Commissioned by the law firm Carter-Ruck and Co., this report is the result of a legal and forensic team of experts who studied the photographs offered by a Syrian defector going by the code name "Caesar." Caesar had smuggled some fifty-five thousand images out of Syria on a thumb drive to show that the current regime systematically tortures and executes detainees. After speaking with the defector and examining the images, the teams have concluded that human rights abuses including torture and death are a part of President Assad's governmental policy, in direct violation with international law.
