This paper describes the events surrounding the controversy between the US and Russia over the sale of Soviet/Russian missile technology to India in the early 1990s. From its emergence in 1990-91 to its resolution in 1993, the dispute evolved against the backdrop of the Soviet Union's collapse and political changes in Washington. Based on documentary evidence and extensive interviews with key figures, this paper provides detailed new information about national policy and decision-making processes in Moscow and Washington on the sensitive issue of missile export policy and the evolution of the Missile Technology Control Regime (MTCR). The authors intend that it should foster a better understanding of a controversial, and often mischaracterised, episode, thereby supporting continued cooperation between Russian and the US in controlling the spread of missiles and missile technology.
