This book is an important contribution to the much-needed institutional analysis of the evolution of democratic governance in Argentina. Huser uses the constructs of political economy as the pillars of his analytical framework, especially emphasizing political culture to explain Argentina's difficulty in coming to grips with the civil-military problematique. Further analyses of the workings of the institutional underpinnings of successful governance and functional civil-military relations are needed in Argentina and many other countries of Latin America, where, after more than a decade of reforms, civilian leadership is often the absent element in the civil-military equation.
