This report documents an examination of the planning phase of the Army Planning, Programming, Budgeting, and Execution System (PPBES), to determine the extent to which the Army's reengineering of planning and programming was successful and to suggest improvements. Arroyo Center researchers were asked to assess the effectiveness of the reengineering of the Army planning and programming process in fiscal years (FY) 1995 and 1996. The Army had modified its planning and programming documents and asked the Arroyo Center to assess several of them to determine the extent to which the reengineering was successful and to suggest improvements. The most important document is The Army Plan (TAP), the document that links planning to programming and provides the initial programming guidance to the Army Program Evaluation Groups (PEGs). It is the primary focus of this report. This report also documents RAND's assessment and recommendations for TAP 2000-2015. This report should be of interest to those in the Department of Defense and the Department of the Army who are involved in planning and programming.
