The workshop on which this report is based occurred at an interesting historical juncture, just prior to the release of the updated Information Operations doctrine, and draft Counterinsurgency doctrine, as well as the formal adoption of Security, Stability, Transition and Reconstruction Operations (SSTRO) as an accepted DOD transition mission. The insights and record of debate contained within this report reflect the tensions, frustrations and expectations among senior practitioners during a time of rapid change and mounting challenges. The report captures important insights and points to the complexity and scope of the challenges. In this way, it provides elements of a roadmap for engagement.
