"CSIS (Center for Strategic and International Studies) was commissioned by U.S. Army Europe (USAREUR) to evaluate U.S. Army Force Posture in Europe in light of a changed security environment following Russian military actions in Ukraine. This assessment was conducted in two phases. The Phase I report, released in February 2016, focused on immediate steps to bolster deterrence and implications for the Defense Department's fiscal year (FY) 2017 budget request.
