The purpose of the paper is to elucidate the choices which now, or will soon, confront policy-makers seekign to integrate force modernization and arms control in ways which will maintain deterrence. The paper argues that the West must first decide what is necessary in terms of its strategy and what beneficial role potential technological advances can play, and then determine whether and how arms-control restraints can best be applied. Because adverse technological developments are most readily restrained when they are in their early stages, the paper will address the implications of immature technologies as well as those which are already well understood.
