"The purpose of this dissertation is to define the parameters of permissible free expression in the military. These parameters are reached when the government prosecutes expression. It is not possible to determine these limits with precision because this is the first exploratory study of its kind. Nevertheless, the task must begin. In its search for the parameters of expression, the study will examine the last and regulations governing expression, the courts’ interpretation of these laws.
