"The purpose of this study is to seek an understanding of the emergence of the Garrison State-like total war political systems in Japan and Korea. In pursuing this objective, out approach proceeds from the premise that major dimensions of regime performance during the 1930’s can 1940’s in Japan and the 1960’s and 1970’s in Korea can be viewed as a movement toward a type of Garrison State. This study will attempt to answer the general question of under what condition the major aspects of regime performance approximate a Garrison State."
