From the 1990 annual historical report's Foreword: By the onset of Operation Desert Shield, Walter Reed had already begun improving its readiness posture. As a result, the Center was in the forefront of the AMEDD in its planning and execution of expanding bed capacity and increasing staffing levels to receive combat casualties.
