From the FY 1987 - FY 1988 annual historical review, Chapter I. Mission, Organization, and Historical Development: The Rock Island Arsenal functioned as a research, development, and manufacturing installations under the control of the U.S. Army Materiel Command (AMC) in 1962. When the Office of the Chief of Ordinance was discontinued, the Rock Island Arsenal was placed under the operational control of the U.S. Army Armament Command (ARMCOM), a major subordinate command of AMC created by the merger of the U.S. Army Weapons Command (WECOM), the U.S. Army Small Arms System Agency (SASA). In 1975 AMC changed its designation to the U.S. Army Materiel Development and Readiness Command (DARCOM). In January 1977 the army divided ARMCOM into two parts: the U.S. Army Research and Development Command (ARRADCOM) located at Picatinny Arsenal in Dover, New Jersey; and the U.S. Armament Materiel Readiness Command (ARRCOM), located at Rock Island Arsenal in Rock Island, Illinois. Both were major subordinate commands of DARCOM. On 1 July 1983, the two armament command, ARRCOM and ARRADCOM merged to form the U.S. Army Armament, Munitions, and Chemical Command (AMCCOM), headquartered at Rock Island. The RIA was the largest manufacturing arsenal under the aegis of AMCCOM. The commander of the RIA was delegated the authority to exercise command jurisdiction over the installation. Administrative, logistical, and facilities support was provided by the arsenal in accordance with the agreement negotiated among RIA, its tenant activities, and other government agencies. The mission of RIA was divided into three major functional areas during FY 1987 and 1988. These areas were manufacturing, special functions, and support activities.
