From the Preface of the FY1974 annual report: Picatinny Arsenal located in Dover, New Jersey is a Class II installation assigned to the command jurisdiction of the Commanding General, U.S. Army Armament Command (ARMCOM). Picatinny Arsenal was established on 6 September 1880 by War Department Special Order No. 189.
