From 1990 TEXCOM annual historical review: Author's Preface (page v) - This history offers both as a closeout history of TEXCOM as a subordinate command of TRADOC and, because the reorganization occurred so late in the calendar year, as TEXCOM's annual historical review for 1990. The first volume includes the first three chapters and, except for the appendices, was entirely written by the author. This volume recounts events from the point of view of the headquarters. The second volume contains the historical summaries composed by each of the TEXCOM's test activities. These summaries speak for themselves and adduce a valuable source of information. From Chapter 1; Introduction and Background--Toward a Consolidated U.S. Army Operational Test and Evaluation Command; The Realignment Report of August 1990 (page 4) - Notice of this came to TEXCOM via a message dated 9 November 1990 from MG Stephenson the new commander of TEXCOM's higher headquarters, OPTEC. The message announced that "OPTEC consolidates [as directed by DMRD 936] U.S. Army Operational Test and Evaluation Agency (OTEA), TRADOC Test and Experimentation Command (TEXCOM), and the Army Development and Acquisition of Threat Simulators Activity (ADATS-A)." The effective date of the new organization would be 8 November 1990. The transition of OTEA and TEXCOM is a major theme of this closeout history and receives its due below, but the transition of ADATS-A is somewhat paradigmatic and can usefully and briefly be explored here.
