From Preface: The Packard Commission (NSSD-219) and Title V of the Goldwater-Nichols DOD Reorganization Act of 1986 brought fundamental changes throughout the Office of the Assistant Secretary of the Army (Research, Development, and Acquisition) (OASA(RDA)) during FY 1987. Creation of the Army Acquisition Executive/Program Executive Officer (AAE/PEO) structure dramatically expanded the agency's mission, while the overall HQDA reorganization resulted in an equally dramatic expansion in size. A mission that had been primary policy-oriented grew to include procedural, operational, and programmatic functions as well. Because of these extensive organizational changes, the FY87 review emphasizes functions of individual elements as well as key events and personnel changes.
