From 1965 annual historical summary, Historical Background (page 5): The designation, on 19 November 1964, of the Secretary of the Army as the Single Manager for Military Traffic, Land Transportation and Common-User Ocean Terminals represents another step in the integration of common supply and common services within the Department of Defense. On 15 February 1965, the Military Traffic Management and Terminal Service (MTMTS) was formally activated as a major field command of the Department of the Army to carry out the responsibilities of the Single Manager Assignment. This new organization not only represents an amalgamation of the Defense Traffic Management Service (DTMS), the Army Terminal Commands, the Army and Navy common-user ocean terminals, the Air Traffic Coordinating Officers (ATCO) of the Army, Navy, and Air Force, and certain other elements performing functions closely allied to traffic and terminal services, but also centers in a single organization certain transportation support functions not heretofore assigned exclusively to a single agency.
