From the 1974 summary's Introduction (page ii): The US Army Logistics Center was established provisionally on the 1st of March 1973 under the Training and Doctrine Command (TRADOC) as part of the Army reorganization. The Logistics Center became an official organization on the 1st of July. Under the reorganization concept known as the Steadfast Plan, the Logistics Center combined in a single organization a wide range of logistics actions: the development of concepts and doctrine, the design of management systems, the control of materiel characteristics as they effect logistic support, the organization of logistic unites, career development of logistic personnel, and the conduct of exercises and command post exercises (CPX). Throughout the first year of its exitance, the LOGC was faced with the problem of adequate facilities. The Center was scattered over Fort Lee in a number of temporary buildings and one permanent structure.
