From 1972 summary, Chapter I. The Three M's -- Mission, Money, and Men; Introduction: The rapidly decreasing involvement of the U.S. Army in operations in Southeast Asia was reflected in significant changes taking place in the United States Continental Army Command (CONARC) during 1972. The shrinking size of the Army as a whole resulted in continuing tightening of both manpower and fiscal controls. Decreasing commitments in Southeast Asia -- coupled with these manpower and money controls -- caused further contractions in the command's training base. Profound changes took place throughout the training system. In addition to the reductions in the United States Army Training Centers, many courses taught by the service schools were eliminated. New training methods and techniques were developed and tested in both the training centers and schools in an effort to improve the quality of the graduates and to reduce expenses. From 1973 annual historical review's Foreword: This history covers the events of FY 1973, the last year of the U.S. Continental Army Command.
