The civil defense structures, organizations, and World War II experiences of three large nations (Great Britain, Germany, and Japan) have been carefully analyzed by a selected group of specialists (United States Strategic Bombing Survey and other missions). It was further required that this study develop the agency that should be responsible for future study and planning, and the agency of the government that should be responsible for implementing the plans.
