This report is divided into three volumes. The first volume covers a general narrative which gives a continuous picture of the entire expedition, followed by eight special chapters covering in more detail the particular subdivisions of the work. These include administration, organization and training, supply, loading of transporters, landing boats, navy relations and transports maneuvering with fleet, and funds. At the end of each chapter are drawn conclusions and recommendations that have a direct bearing on that special chapter. The exhibits are assembled in back of volume I.
