This monograph is intended to discuss the negotiations between the Traffic Control Division, OCT, and the common carriers with respect to passenger rates and services. It will deal primarily with the Joint Military Passenger Agreement and the Joint Military Passenger Equalization Agreement, respectively, which are the framework of all such negotiations with the railroads and form the modus operandi for payment of rates and furnishing of equipment. Only the more important of the changes therein effected by continuous negotiations between the Army and the carriers since the start of the war will be described.
