"There are indications that German attempts at underground or guerrilla activity may increase as forces complete the occupation of Germany. Nazis, who have had considerable experience fighting guerrillas and who have had time to make preparations in advance, can be expected to produce German guerrillas who will be more experienced than any bands of guerrillas hitherto encountered either in this or in any other war. The solution of the problems presented to commanders by this type of activity can be assisted by a knowledge of the experience of resistance groups in those countries formerly occupied by the Germans. In the preparation of this pamphlet, the main sources of information have been those interested in the conduct of guerrilla activities against the enemies of the United Nations. The descriptions given by these sources naturally tend to emphasize the success of guerrilla methods against the Germans. The Germans will, however, not have similar success guerrilla activities, for they will lack material and moral assistance from the outside world. These notes have been gathered together quickly to be of such use as commanders may desire to make of them in connection with their operations among a hostile population."
