Part III addresses child welfare, with the measures for the promotion of child welfare and child labor. Finally, housing (problems in general and at present) and welfare personnel (ranks/grades of classified civil service, legal qualifications for social work, examinations for government welfare work, voluntary workers, and training of social workers) are discussed.
