Major Rob Manley served as legal advisor for the 1st Special Forces Group in support of Operation Enduring Freedom-Philippines from April to August 2002. During the preparation for this deployment, Manley's wife gave birth to their child. The family readiness group and neighbors reached out to her to help out with Manley just being deployed. Manley made the movement over to Zamboanga with his professional equipment to assist him during this deployment in addition to the equipment he fell in on. He discusses the living conditions and the environmental differences. Manley trained incoming battalions as they rotated to Basilan Island on rules of engagement and gave the newcomers brief. Manley also handled normal functions of JAGs, to include investigations, powers of attorney, and went with medical and dental civic assistance programs. Manley discusses his experiences with his counterpart and the differences between Philippine and American JAGs. Manley has been interested in Philippine politics since his first deployment in 1988, and offers his opinions on their government and corruption issues. While Manley was not directly involved in the rescue of Gracia Burnham, he discusses the events that he was aware of at that time. Manley's replacement started to communicate with him prior to her flight over. After the handoff, Manley redeployed back to the States. Manley discusses how doctrine played a role during this deployment. He also offers his lessons learned and recommendations based on this deployment.
