Major Dewey Haines had returned from his deployment to Qatar as the provost marshal and force protection officer in August 2004 when, in December 2004, he received an email from his branch manager stating that he had make a permanent change of station. Haines was given the choice to deploy to Saudi Arabia or Kuwait and he picked Kuwait. Haines was deployed back to Kuwait from June 2005 to July 2007. He was originally going to be on the Combined Forces Land Component Command (CFLCC) staff; however his orders were changed and he was subsequently assigned as the deputy provost marshal-south for ASG-Kuwait. Based on Haines' past experience with writing security contracts, he was placed in charge of rewriting all security contracts and writing statements of work. While there were similarities between the two deployments, the security contractors Haines worked with during this deployment were more willing to complete a task when asked. There continued to be opportunities to interact among the locals and he was invited to dinner at their homes on several occasions. Based on Haines' hard work, dedication to his job and a good handoff, all base assessments made resulted in no vulnerabilities noted. Haines also facilitated adding commuter lanes and created parking lots with shuttle bus service for people coming onto the base to work, decreasing the amount of vehicles coming onto the base every day. There was not as much interaction with the Qatari military, police and government because there was a liaison put in place.
