Major Dewey Haines was an instructor at the Military Police School at Fort Leonard Wood when he was selected to deploy in support of the Global War on Terrorism as the provost marshal at Camp As Sayliyah in Qatar. Haines completed predeployment training at Fort Bliss. Prior to his movement over, Haines spoke with military intelligence at Fort Bliss to obtain situational awareness which provided him with a better insight than the general predeployment training he had received. During the handoff, Haines realized he was not only going to be the provost marshal, but the force protection/anti-terrorism officer for As Sayliyah. This meant he was responsible to ensure the safety and security of all military members visiting on their four-day passes, taking trips to downtown and surrounding areas, and all US personnel living off the base. One challenge Haines had to overcome once he first assumed his duties was the "business hours" mentality a lot of people had, instead of providing timely support to the military in theater. Another challenge Haines had to work with is contractors, contracting the security of the base, and getting them to follow his instructions instead of the contractors handling it their own way. It was a challenge Haines was able to work through with the assistance of legal aids and the rewriting of the contracts. Haines worked with the Qatar military and local police to conduct joint patrols around the outside of the base. Haines visited the locations of the MWR trips and the housing units for US personnel living off the base, which gave him more of a chance to meet the local population. He also had to arrange escorts for members of the media when traveling on base. Haines' family did not have a family readiness group to receive support if needed, so one of Haines' E8s became his wife's sponsor.
