From July 2004 through February 2005 in support of Operation Iraqi Freedom, Major Caroline Horton commanded the 66th Military Police Company and operated in the Multinational Division-Center South area of responsibility, dispersed across four provinces, with platoons located in the provincial capitals of Hillah, Karbala, Najaf and Diwaniyah. Her company mission was to train, resource, develop and coach Iraqi Police units. The 66th had oversight of 95 police stations and up to 12,000 Iraqi Police. Each platoon had approximately 20 to 30 police stations and was tasked with the development of both provincial as well as individual police stations. Among the other missions were to conduct police recruitment and coordinate attendance at police academies in Karbala and in Jordan, and to actually stand up the Karbala academy. In addition, Horton discusses logistical support; the leadership challenges that came from having her company split over four provinces; her work with Iraqi Police chiefs and with interpreters; the full range of training and advisory assistance provided to the police; how they performed in real-world situations; her working relationship with other coalition units; and why she felt that her Iraqi Police (and the training they received from the 66th) "had a huge impact on the MND-CS AOR." She closes her interview by discussing the case of one of her soldiers, Specialist Suzanne Swift, who made some highly-publicized sexual harassment claims.
