Assigned to the CENTCOM Deployment and Distribution Operations Center (DDOC) at Camp Arifjan, Kuwait, in 2005-2006, Major Marshal Oller served as an in-transit visibility (ITV) operations officer in support of Operations Iraqi Freedom and Enduring Freedom. In this interview, conducted while Oller was a student at Intermediate Level Education at the Command and General Staff College, he discusses how his team traveled throughout CENTCOM to conduct ITV inspection visits. During his time, his task was to conduct ITV training and enforcement of the ITV program, and he encountered non-compliance problems that dealt with personnel believing that the ITV system was too complicated to operate. In fact, asked what he felt his most significant accomplishment was, Oller remarked that, "If we got one person using this system correctly, and that one person told another person and so on, I feel that the spreading of the knowledge was the key, debunking the myth that it was so complicated - and you'd be surprised where that myth came from. General officers and colonels were saying it was so hard." Besides training and program enforcement, Oller was tasked with encouraging subordinate commanders to accept the value of ITV. As a result of these actions conducted by the DDOC team, most supplies entering CENTCOM's subordinate units' areas of operation arrived on time.
