In this second of three interviews, Major Patrick Pascall discusses his deployment as an operations officer and team leader for the 49th Civil Affairs Battalion in Baghdad, Iraq, from January through November 2004 in support of Operation Iraqi Freedom. He talks about the relationship between various units and the civil affairs teams, working with the neighborhood advisory councils, the attitudes of various units, the role of the media in civil affairs, and the challenges of local Iraqi politics. He closes this interview by saying that the Army needs a counterinsurgency approach which puts soldiers into neighborhoods and is in constant contact with the populace.
