From January through December 2006, Major Daniel Segura served as the operations officer in Combined Forces Command-Afghanistan's CJ7 engineer directorate, deploying as an individual to fill a joint manning document position. In this, his second of two interviews concerning his Global War on Terrorism experiences, Segura describes his primary duty as being to maintain the situational awareness of the CJ7 director, who was mostly focused on the reconstruction efforts in Afghanistan as a whole. Segura himself "was looking more at the tactical engineer units and what they were doing. I maintained the weekly situation reports for Central Command," he explained. "That really talked about what our forces were doing on the ground as far as reconstruction and other maneuver tasks." In this capacity, he worked with members of Combined Security Transition Command-Afghanistan in their efforts to build an Afghan engineer force, and in October moved from Kabul to Bagram to work in Combined Joint Task Force-76. Segura was also involved in the oversight of the Commander's Emergency Response Program in Afghanistan. He further discusses his work with Air Force engineer units, who are not usually comfortable working outside the wire and having to provide their own security.
