Colonel Frank Hull served as Commander of 1st Armored Division Artillery (DIVARTY) in support of Operation Iraq Freedom. He replaced COL Torrance of the 3rd Infantry Division DIVARTY and served until August 2003 when he was replaced by Colonel Jonathan Brockman. At the time of the interview, he was the executive officer to the G3 and, before that position, he was on the Joint Staff working plans and policy for the Middle East Division of J5. In this interview, Hull spoke of his unit's virtually flawless deployment and smooth relief in place with the 3rd Infantry Division. His mission was fourfold: rebuild the Baghdad International Airport, secure the airport, stand up the neighborhood area councils for the neighborhoods surrounding the airport, and serve as the division's liaison to the Coalition Provisional Authority. Repairing airport facilities and securing the area were the largest tasks. Their largest reconstruction project was moving hundreds of thousands of tons of ammunition and munitions out of the area. He recounted that in terms of equipment, they could have used more armored vehicles and power generators. As the liaison, he felt frustration at the enormity of the task but felt that daily meetings facilitated the interagency process. In terms of planning, he relayed the axiom, "No plan survives intact." Although the units were not tailored for reconstruction, he felt that "considering the circumstances, we got it about right."
