Considering the political and defense environment surrounding our organization, we need to take into account the ongoing fact that Japan faces threats from neighboring countries. The Japanese Defense Ministry sets up various new attempts in order to improve our organization, which is capable of responding to probable future contingency situations. One of the major challenges is to improve defense capability in the southern east region in Japan because of the increased provocative actions from neighboring countries and the end of Cold War. The other one is to consolidate the human resource foundation in the Japan Self Defense Force (JSDF). Since our political situation is unstable and we have a different parliament system from other countries, the Japanese regime can only be changeable depending upon the political situation. Under these administrations, which cannot provide coherent security policies, JSDF must be proactive. How can JSDF deal with the one-sided requests by the weathercock government? JSDF should stick to the policy to improve the organization and get to work on the government. In this paper, the author compares the intent of the government to address this issue, and the requirements from the military service and tries to figure out what problems face this upcoming transformation.
