The purpose of this essay is to compare and contrast U.S. counterinsurgency (COIN) operations in two wars: the Philippine Insurrection and Operation Iraqi Freedom. In addition, it will identify some of the critical factors that led to successes and failures on the battlefield as well as the overall importance of tactical success in achieving strategic goals. The counterinsurgency campaigns in the Philippines and in Iraq attest to the importance of tactical success in achieving strategic goals. Tactical success in counterinsurgency operations relies heavily on a thorough understanding and utilization of the cultural norms and the desired end state of the subject population. In addition, remaining adaptive to changes on the battlefield keeps tactical strategy relevant and timely, further enhancing the chance of success. By applying lessons learned during the Philippine Insurrection and Operation Iraqi Freedom, Soldiers can adapt COIN tactics to any population to achieve strategic goals.
