In 1995, I served as the NCOIC for a twelve man "Police Transition Team", posted at a Haitian National Police Station in downtown Port-au-Prince, Haiti during Operation LIGHTNING STRIKE. During that operation, I witnessed numerous stabilization operation challenges and my team went about the systematic solution to these problems in the accomplishment of our mission. The infrastructure was in shambles and there was a significant culture of corruption amongst the population. There was likely very little lasting impact as a result of my deployment and I believe it very likely that United States forces will be called to Haiti again throughout the foreseeable future.
