During the months of June and July 1999, SGM Dabney, while assigned as the Army National Guard Flight operations NCOIC at Soto Cano Airbase, Honduras, assisted in humanitarian efforts to rebuild four Central American countries. The SOUTH COM Forward Command Element provided command and control for 11,466 reserve component Soldiers, Sailors, Airmen and Marines.
