Operation Uphold Democracy was designed by the U.S. Government to maintain democratic rule in Haiti following an attempted coup of the Haitian Government in 1994. Over the course of several years, the U.S. military, initially on their own, and ultimately under the auspices of the United Nations, sought to maintain an environment conducive to the re-invigoration of indigenous Haitian political and social institutions. Although not labeled as such, these efforts supported the principles of counter-insurgency. They were intended to provide an environment in which the efforts of the indigenous population to provide themselves with a self-sufficient government were met. I was responsible for interacting with the leaders of Haitian society on a daily basis to establish provide this environment.
