Thesis Statement: Even though there is a risk of creating a vacuum for enemy forces to exploit, reducing U.S. Anny forces in Europe should increase the Anny's global military effectiveness. Discussion: History demonstrates the present realignment of U.S. forces is simply a continuation of the evolving relationship between the U.S. and our European allies. U.S. Homeland Security economic limitations and the globalized network of threats to our national security demand a change in the status quo. Conclusion: The overall effects of realigning U.S. forces are positive for both America and Europe. It will enhance U.S. Homeland Security, empower the European military establishment and increase the global relevance of the U.S. military. Counterpoint: Withdrawing U.S. forces from Europe will weaken the U.S. politically and reduce America's global influence. In addition, the costs associated with a major realignment of forces will undermine overall military readiness and hinder the U.S. ability to sustain current military operations.
