Even though a country can win nearly every battle during a conflict, they can still lose the war for unpopular intelligence gathering techniques. This paper will look at a past example of how these techniques can play a critical part in determining the outcome of an occupation. Also, outline the challenges of the intelligence systems used in the Global War on Terrorism.
