Since March of 2003 the military leaders have had a difficult time understanding exactly how the U.S. Military should fight the insurgency. The military was fighting an enemy that they could not identify and engage in open combat. It seemed no matter what plans the U.S. implemented the enemy was faster to adapt than the U.S. Military. However, the U.S. Military did identify its own weakness and decided to transform the Army and fight the war simultaneously. Throughout U.S. history the conventional military has difficulties obtaining and preserving cultural awareness in counter insurgency environments.
