Even though military might and tactics wins wars, success and failure of a counterinsurgency are influenced by cultural awareness, public perception, and Soldier survival because these critical factors weigh heavily on tactical success in achieving strategic goals and have proven to be decisive. The Philippine Insurgency of the early 1900's and the Vietnam War are the two counterinsurgencies that proved that forces other than the enemy itself can have strategic consequences.
