Over the past 20 years, as the roles and missions of the Army have changed to meet the ever changing challenges associated with protecting the nation, the number of Soldiers necessary to accomplish its mission and goals has changed. However, the emphasis on education and training qualified Soldiers has remained a top priority for the Army. The educational credentials of to-day's enlisted recruits are remarkably similar to those of yesteryears. As a result of these factors, we have empowered the Non-Commissioned Officer.
