Rules of engagement are by far the biggest ethical dilemma our Soldiers face today in the War against terrorism. We have a faceless enemy, who doesn't play by any rules. Our Soldiers face ethical dilemmas daily that are literally life and death decisions. As the enemies tactics change so do our Rules of Engagement, in many cases we are learning as we go.
