Thesis: There are challenges to maintaining an ethically-oriented culture in the Army while fighting the Global War on Terror. The goal of this paper is to discuss the challenge of ethical behavior in the Army while fighting the Global War on Terror. It addresses some reasons why unethical behavior occurs in the Army engaged in combat operations. Also, it highlights the importance of Army culture in establishing an ethical climate within the Army whiles in combat. Finally, it presents some suggestions for creating and maintaining an ethically-oriented culture during operations.
