While stationed at Fort Jackson, South Carolina as a mobilized Army Reserve member, I witnessed four Soldiers charged with submitting falsified travel vouchers. During a short period of time the Soldiers and the Command Sergeant Major let an entire Battalion down due to their actions. I question how this could happen and submit to you answers as to how the Army can eliminate the breakdown of ethical decisions gone badly.
