Half the Soldiers in Iraq who were surveyed would not report crimes committed by Soldiers against noncombatants. I will identify factors which only exist in a combat environment that Soldiers must consider before reporting a crime. I will describe the perceived conflicts in the ethical decision making process for our Soldiers.
