Abstract: This paper shows that throughout history armed forces continue to commit atrocities and war crimes and guilty nations are rarely held accountable. Often, the nations who win the war decide guilt and penalties to be imposed. International Law on war crimes and atrocities do not deter countries from carrying out ethnic cleansing.
