The history we have had in El Salvador and Columbia are two contrasts. The model used in El Salvador was perfect for its time. It was able to use all available sources. The model was supposed to be a cookie cutter to assist other countries with the same problem. However, the challenges were and are quite different in Columbia. The model can work, but only in limited situations. It is easier to apply the model to fight political opponents, than fighting drug cartels. The government fighting political opponents can resolve issues with treaties. The drug cartels only want money.
