Due to the troop reductions after the Persian Gulf War, the Army is not adequately prepared to fight a protracted global war on terror nor is it strategically prepared to fight a simultaneous long-term conflict on a different front. The purpose of this paper is to analyze the positive effect on the Army following the elimination of outdated and inefficient bases through BRAC (Base Realignment and Closure). The paper will also discuss the reduced cost of maintaining a smaller military force after the fall of the Soviet Union.
